CaRE specializes in hotel development projects in US gateway cities and works with top industry affiliates including the Waldorf Astoria, Hyatt, Marriott, the University of Southern California, Banc of California, Jeffer Mangels Butler & Mitchell, CBIZ, and Baker Tilly LLP. CaRE is comprised of MBAs, CPAs, Lawyers, and Private Equity professionals with more than 60 years of experience investing, developing, and managing real estate projects in North America, China, Latin America, and Europe. Since 2011, CaRE has closed over $230 million in EB-5 capital from over 400 international investors financing over $750 million of hotel developments and is creating more than 7500 new jobs in the US. CaRE is currently raising EB-5 capital for its 401-key Hyatt Place/Hyatt House Hotel across from Los Angeles International Airport and an under-construction, 159-key Marriott Autograph Hotel near Manhattan. 100% of CaRE’s projects have received US Government Approval.

Steve R. Shpilsky, MBA, CPA

Managing Member, CEO & Co-Founder

Steve Shpilsky is co-founder of California Real Estate Regional Center (CaRE). He has over 10 years of Real Estate fund management, development, and EB-5 experience. Under Steve’s leadership, CaRE has sponsored over $230 million of EB-5 capital for US hotel projects valued at over $750 million.

Steve spent 7 years with PricewaterhouseCoopers (PwC) in San Jose, San Francisco and Moscow, Russia as a Senior Manager in the Advisory Group specializing in the Foreign Corrupt Practices Act, anti-money laundering, financial due diligence, regulatory compliance and complex cross border matters. He went on to manage a €100 million real estate fund and acquired a $660 million US office portfolio on behalf of a Russian family office.

Steve is a member of the Milken Institute Young Leaders Circle, an Advisor to Banc of California (NYSE: BANC), and serves as President of the Board of FC Los Angeles. He received his B.S. in Accounting and MBA from the University of Southern California (USC) and is Certified Public Accountant (CPA). Raised in Los Angeles, CA, Steve attended Beverly Hills High School.

Managing Member & Co-Founder

As co-founder of CaRE, Michael Palmer brings over 30 years of financial, real estate, and hospitality experience.

Prior to founding CaRE, Michael founded Parks, Palmer, Turner & Yemenidjian, LLP (PPTY), one of the largest regional accounting and tax firms in California. Century Business Services (NASDAQ: CBIZ) acquired PPTY in 1998. Michael also co-founded Realty Center Management, Inc. (RCMI), a privately held real estate management and development company which manages, and through its affiliates owns, over 9,500 apartment units and approximately 300,000 sqft of office and commercial properties in a portfolio valued at $1.6 billion. Michael has extensive experience in the hospitality industry, developing and owning hotels both inside and outside the US. With over 4,000 hotel rooms globally, he leads one of the largest international sales and marketing representation companies in the world.

Michael founded Kaptivating, a social media platform matching consumers with products and services. He ran several companies, including Hollywood Park Casino, Olympic National Bancorp, and eSat. Michael served a four-year term on the California Gambling Control Commission, responsible for regulating and licensing gambling activities in California, under Governor Gray Davis.

Michael is a member of the Marshall School Board of Leaders at the University of Southern California (USC) and serves on The Board of Directors at Pepperdine University, The Children’s Burn Foundation, and The Jim Murray Foundation. Michael has a B.S. and a Master’s Degree in Business Taxation from USC and is a Certified Public Accountant (CPA). Michael was born and raised in Southern California.

Andrew Swerdloff

Vice President

Andrew Swerdloff is Vice President at CaRE and brings 10 years of investment and hands-on, China experience. He is responsible for managing existing and new real estate investment opportunities, marketing, and investor relations.

Prior to joining CaRE, Andrew worked for a Los Angeles-based family office heavily involved in commercial and residential real estate, restaurants, and outdoor media and successfully raised EB-5 financing to expand the family office’s extensive restaurant platform.

Andrew spent 6 years with KAILAI Investments in Beijing, a US$350 million private equity firm. Andrew was responsible for origination, analysis, structuring, and due diligence on hundreds of prospective Asian companies as well as fundraising and investor relations. He sourced, invested, and managed 5 portfolio companies (total investment over US$80 million), including Ming Yang Wind (NYSE:MY), and concentrated on real estate, natural resources, and renewable energy.

Andrew holds a B.A. degree from Emory University with a double major in Chinese Studies and International Affairs with a focus on China. He speaks fluent Chinese (Mandarin). He was born and raised in Los Angeles, CA, where he attended John Thomas Dye School and Harvard-Westlake School.

Celina Goldenberg, CPA

Senior Accountant

As Senior Accountant at CaRE, Celina Goldenberg is responsible for financial statement reporting, tracking investments and returns, financial forecasts, cash flow modeling, returns analysis, cost management, budgeting, compliance, and property management.

Prior to joining CaRE, Celina worked as a forensic accountant at Zivetz, Schwartz, & Saltsman CPA’s, where she used financial analytics and business management skills to successfully resolve shareholder and family law disputes. Additionally, Celina has over 10 years of experience in agricultural administration and management, working in contract review and negotiation, real estate research and trends analysis, cost management, risk management, investment analysis, and valuation for the family office of a Blue Diamond Almonds Member-Grower.

Celina received her B.A from UC Berkeley (Cal Honor Society) and holds a Certificate in Accounting (Awarded with Distinction) from the University of California Los Angeles (UCLA). She is a Certified Public Accountant (CPA).

Alexandra Brand, Esq

Legal Consultant

Since 2011 Alexandra Brand has served as legal consultant and project coordinator for CaRE.

Alexandra began her legal career at Greene Fidler & Chaplan (GFC), a real estate and business law firm in Los Angeles. Prior to joining GFC, she developed a specialization in real estate while working for the general counsel to Ewing & Associates Sotheby’s International Realty, a top producing real estate brokerage firm in Los Angeles.

Alexandra received her B.S. in Business Administration (Real Estate Finance Concentration) from the University of Southern California (USC), and her J.D. from Pepperdine University School of Law. She is also a licensed California real estate broker. Born and raised in Los Angeles, CA, Alexandra attended The Buckley School.

In her spare time, Alexandra actively pursues volunteer opportunities, including serving on The Council for the Children’s Burn Foundation.
